WHAT IS THE  MEANING OF LOCAL

BODIES/LOCAL GOVERNMENTS? (The Administration of the local affairs of a City Town or District by its inhabitants)

Pakistan has a poor data of democracy as far as for more than half of its years of existence after independence mostly  it has been governed by the Military, that's why it was the basic reason that military governments always shaped the local systems as per their own desires to prolong their regimes.  Unfortunately in our beloved country the local administration system was developed in authoritarian regimes. This system of government  was given due importance & priority by them while those who were / are so called pioneers of DEMOCRACY, local administration system could not be strengthen by their ignorance.

Elections are the most hyped event in the political history of Pakistan.  The whole nation  involved in voting for their favorite party by heart.  After choosing the Prime Minister,  it's time to choose your city government.  Elections, whether for the National or Provincial Assemblies or for local government bodies are an important tool for enhancing democracy. This system empower citizens by offering them an opportunity to Shape the society in which they live or survive.

In my opinion word " DEMOCRACY " means that  " RULE BY THE PEOPLE ".   It is a political concept & form of government where all the people are supposed to have equal voices in shaping policy in country's progress. Democracy has key role in any country's progress and development but the local bodies are the Nursery's/Institutions of political education and understanding because the elected people are the ultimate source of political power in true democracy. In European countries local departments have their active,  main and vital role like England Turkey Germany etc;etc.

Finally, the 3rd phase Election of Local Bodies across the Punjab, for  Mayor / Deputy Mayor, Chairman / Vice Chairman has now been completed safe and sound.  Overall the candidates nominated by Pakistan Muslim League  (N) won the field as clean sweep.  This process also in our District Bahawalpur has been completed  quite safe and genuinely.  Newly elected Mayor, Deputy Mayor etc., will take oath of their responsibilities on 31st December 2016 and will start their duties from 1st January 2017.  

On this auspicious occasion, we whole  congratulate both Father of the City (Mayor) Mr.Aqeel-un-Najam Hashmi  and Deputy Mayor Mr.Munir Ahmed Channer both are young and dynamic personalities whom elected with heavy mandate & nominated by the Pakistan Muslim League  (N) and citizens have high expectations with newly elected Mayor that he will try his best for the betterment of city as well as citizens.

Mr. Aqeel-un-Najam Hashmi is young and literary person, his past is undefined and has fury with passion in his heart for work.  He is also a very good writer and creative person while he belongs to a Medium Class Family but well educated. He is famous for his good reputation and in near past he has been elevated as a Chairman Bahawalpur Development Authority.  In this respect I would like to share that in the past history of Bahawalpur there have been many Noble & well known famous persons were elected as a Mayor for example the very first Mayor of Bahawalpur was Chaudhary Abdul Majeed late, Mr.Shamsuddin Alvi and Sahibzada Javed Anwar Abbasi late were very much pious and noble persons.  

The main purpose of members of Senate, National  and Provincial Assemblies is legislation only,  while local administration solve the different type of problems of minor nature in towns, cities and districts or  Mohallah level.

There is no need to go away, in near past the elected Government of PPP has never thought about Muncipal Administration of local bodies election during their 05 years tenure, following the footsteps of PPP,  the Government of PML( N ) has also avoided the local elections but luckily this impossible task become possible by Hon'able Judges of Supreme Court especially former Chief Justice of Pakistan  Hon'able Mr.Iftikhar Ahmed Chaudhary that on his orders PML(N) government constrainedly conducted the Elections for local bodies but they delayed this matter at least two years. 

In this context I  would like to suggest few of my humble submissions / suggestions for newly elected Mayor (Father of the city)  that Mr.Mayor by the grace of Almighty Allah you have blessed with extreme honour;  you should consider this elevation as a Gift or donation by Almighty Allah  to serve  the humanity and start working with new zeal and zest for the betterment of city as well as citizens of Bahawalpur.

Mr.Mayor you should keep it in your mind this important and open secret that from so many years in Municipal Corporation Bahawalpur corrupt and flatterer elements have tighten the affairs in their jaws.  For which Mr.Mayor you should keep distance from these harmful mafia by keeping strict control and eye on affairs of Estate by taking decisions  on merit to maintain transparency.

This is the need of  time to take practical and sensible steps for developments and keep liaison with citizens to discuss their problems time to time for confidence building between government and citizens for promotion of  true democratic spirits.
