THE FOUNDER OF ARTS COUNCILS IN PAKISTAN WAS MAULANA KAUSAR NIAZI  (LATE) WAS A MODERATE RELIGIOUS SCHOLAR, ORATOR & POLITICIAN - HIS FEAT WILL BE REMEMBERED IN HISTORY.

PRESENT RESIDENT DIRECTOR OF ARTS COUNCIL BAHAWALPUR, 

  HONOURABLE RANA EJAZ MAHMOOD PLAYING AN IMPORTANT & KEY ROLE TO FUNCTIONAL THE ARTS COUNCIL BAHAWALPUR.

CITIZENS OF BAHAWALPUR DEMANDS THAT CHIEF MINISTER PUNJAB MR. SHAHBAZ SHARIF SHOULD GIVE FINANCIAL & ADMINISTRATIVE AUTONOMY TO BAHAWALPUR ARTS COUNCIL.

What is the meaning & purpose of Arts council:-

It aims to promote and build a robust arts by creating a conducive environment to flourishing of arts, where the arts are accessible to everyone and artists should have the financial support and resources to entertain the people with standardized entertainment. The main purpose of the Arts Councils is to promote the art & culture of that area and to help, promotion and encourage young & talented people. 

In the past, during the regime of Pakistan Peoples Party (PPP) in Nineties, Maulana Kausar Niazi (Late) was the Minister of Information,  besides he was an orator, politician, progressive religious scholar, poet & writer also,  and credit goes to him for the establishment of National Centers and Art Councils first time in Pakistan during his ministerial tenure, that feat of Maulana Kausar Niazi  (Late) will always be remembered in history.  At that time in National Centers many people got different type of diplomas like language courses, on different topics speech contests etc.etc., later on, the National Centers were closed due to some political reasons but the Arts Councils are still functional.

Bahawalpur Arts Council was also came into existence at that time when Maulana Kausar Niazi ( Late ) was the Minister of Information.  In Bahawalpur Arts Council there are many eminent people have been appointed as Resident Directors like Mr.Manzoor Sajid  (Late), Mr.Iqbal Khalid, Mr.Riaz-ul-Haq Bhatti, Mr.Nazir Khalid, Mr.Hussain Ahmed Madni, Mr.Abdul Majeed Kausar, Mr.Muhammad Ali Wasti,  Dr.Aurangzeb and Mr.Fayyaz  Hussain Lakhwaira whom enabled the Arts Council Bahawalpur functional during their deployment by their sincere efforts.  The Commissioners in that era had also played a vital role to keep functional the arts council as they were also literary progressive and moderate officials. And then a time came on Arts Council Bahawalpur that had been limited for speech and painting contests among students only in recent past.

But now, at present,  Director Public Relations Bahawalpur Region Honourable Rana Ejaz Mahmood has given additional charge of the Resident Director of Arts Council Bahawalpur who immediately after taking charge of Resident Director he has refreshed the functionality of Arts Council Bahawalpur for all sectors of life under his 

leadership.

Rana Ejaz Mahmood is educated, qualified, gallant,  senior and seasoned official.  He is dynamic personality & has profound interest in literature and poetry, he has a passion to do something grand. 

Just after taking charge of Arts council he has arranged to hold the different events pertaining to Fine Arts (Funoon-e-Latifa) and in these events he is trying his level best to invite the elites of city as well as politicians senior citizens youth and women for the entertainment purpose, due to these activities now the citizens of Bahawalpur are also feeling in real manners that there is an organization named Bahawalpur Arts Council exists.

In this respect I would like to request to Commissioner Bahawalpur Division Mr.Saqib Zafar who is also Chairman of Arts Council  that our city is on the way of beautification and prosperity by your sincere efforts, but now this field of Fine Arts ( Funoon-e-Latifa ) required your special attention for the betterment, development and reconstruction of Arts Council.

According to reliable sources that  the arts council is facing acute lack of funds, in this regard Government of Punjab should release funds immediately  for the sake of activities related to fine arts be accelerated.  Chief Minister Punjab Mr.Shahbaz Sharif who is also interested to promote the art & cultural activities should provide funds to Bahawalpur Arts Council by giving financial and administrative autonomy besides in the executive body of Arts Council the members should be  active, dynamic, practical and talented  persons from different communities. 

The artists of this area always be deprived by upper Punjab's liking of high authorities, but now the era has been changed, Bahawalpur's soil has rich talent, art and culture.  The artists of this area can take place by their talent every where and any where.  But again the same thing, if talent cannot provide facilities and support by the  upper level, deprivations will  increased.   That's why, I reiterate that Mr.Shahbaz Sharif, Chief Minister Punjab should take interest personally and patronize the Bahawalpur Arts Council.  

As we already aware about this reality that the higher authorities/present Rulers whom sitting in Lahore presumes that the ("Arts starts from the Artists of Lahore & surroundings and ends upon them")  this reality is open fact that we will never take place in their circle as in their eyes we are "PAINDU" that's why it is need of time that we should decorate our own congregation and pay tribute to our talent related to our soil.  To achieve this important goal Bahawalpur Arts Council can play a key role.

 In the end of this column, I would like to request & expect from Honourable Rana Ejaz Mahmood, Resident Director of Arts Council will extend full cooperation to bring back Arts Council Bahawalpur to its original and basic objectives.  By this way your name may include in those legends whom work itself speaks as proof to promote Art & Culture of BAHAWALPUR REGION.
